cris: Check UNDEFWEAK_NO_DYNAMIC_RELOC

Don't generate dynamic relocation against weak undefined symbol if it
is resolved to zero.  FIXME: UNDEFWEAK_NO_DYNAMIC_RELOC may need to be
checked in more places.
