egl: const _eglDriver

egl: const _eglDriver

Converted using `s/_EGLDriver/const _EGLDriver/g` and dropped a couple
of irrelevant changes in comments, in the `_EGL_DRIVER_TYPECAST()` macro
and the typedef itself.
