anv: Parse VkPhysicalDeviceFeatures2 in CreateDevice

The client may enable robustBufferAccess2 via either
pCreateInfo->pEnabledFeatures or via a chained-in
VkPhysicalDeviceFeatures2 struct.  We need to parse both.
