panfrost: fix transform feedback

Fix different use cases for transform feedback by setting:

 - PIPE_CAP_PACKED_STREAM_OUTPUT=0
 - PIPE_CAP_VIEWPORT_TRANSFORM_LOWERED=1
 - PIPE_CAP_PSIZ_CLAMPED=1

This is enough for all dEQP xfb-related test cases to run
successfully.
